In recent years, Taiwanese manufacturers have gradually relocated the manufacture base to China in order to cut down production cost and open a new market. Positively speaking, this relocation of manufacture base has maintained their competitiveness, which can be seen as “the extension of force (國力的延伸)”. Nevertheless, that the industries move outwards from Taiwan has caused a problem of “structural unemployment (結構性失業)”. The problem has made the domestic industries confront the rivalry between domestic manufacture site and overseas manufacture base.
The transformation of industrial structure that Taiwan has been experiencing can be attributed to the interaction resulted from the two trends of globalization and high-tech industry. Currently the most important issue for Taiwan is to work out the most advantageous position before the new economic structure is formed.

1. The plan on “reviving conventional industries” (振興傳統產業方案), was announced on June 28th 2000 by the Executive Yuan and was referred by the Industrial Development Bureau to carry out the scheme of “Assisting the Conventional Industries in Building up the Capability of Technology Development”.
2. In accordance with “Enforcement Rules of the Statute for Upgrading Industries (促進產業升級條例)”, “the incentive program for initiating new product development of the conventional industries (傳統工業新產品開發輔導辦法)” has been formulated to carry out the scheme.
3. In 2006, the Executive Yuan presented the package plan which specified the importance of traditional industry development.
4. In 2007, the Ministry of Economic Affairs presented the “scheme of assisting traditional industries (傳統產業輔導措施)” and from then on increased budget year by year. This is to help traditional industrialists to fully exploit the resources from the Government.
5. The Government subsidizes traditional industrialists to develop new products and techniques in order to improve competitiveness.
6. The objectives receiving subsidies: according to the Act 8 of the “Enforcement Rules of the Statute for Upgrading Industries (促進產業升級條例)”, traditional industrialists means the private sectors operating traditional manufacturing and technical businesses instead of newly developed important and strategic industries.
7. Subsidized objectives: newly developed products of which the quality and level should be above the average of domestic and similar industries
8. Amount of subsidy: NTD$1.6 million for one year and NTD$3.2 million for 2 years.

In order to develop the hospitality industry and encourage industrialists to start working on development, the department of Global Commerce Industrial Services, Ministry of Economic Affairs (經濟部商業司) has been promoting “Assist Service Sector Technology Development (協助服務業研究發展輔導計畫)”. The approach is t subsidize industrialists and instruct them to develop new products, new operation models, new marketing or research and development for new commercially applicable techniques. In the mean time, this scheme is also aimed to assist the industrialists to develop core technical capacities which may increase added-values and gain competitive advantages. |

In terms of encouraging middle and small business organizations to develop, design high added-value products and services, the Small and Medium Enterprise Administration, Ministry of Economic Affairs (經濟部中小企業處) has schemed several training programs to arrange overseas visits and training programs for R&D outstanding employees who might not have sufficient professional knowledge for business upgrade and reform. The training programs are expected to help the small and medium enterprises to reach the target of product upgrading and healthily reforming companies. Eventually, all enterprises should be capable to scheme, develop and design unique and creative products and then target to market all over the world. |
